Subscription Billing Review Research: A Controlled Recurring-Charge Queue
Recurring billing needs a dated source, a change trail, and an owner route for cancellations, pauses, upgrades, and credits.
Research date: 2026-08-07. Scope: operational research for a billing owner designing a Philippines-based support workflow; this is not legal, coding, or clinical advice.
Subscription billing is repeatable only when the recurring charge has a current source. A review row should connect the customer or account reference, plan or service record, effective dates, approved change, billing cycle, draft amount, and review status.
Method: I compared the current CMS billing and coding references with HHS privacy and security requirements, NIST control guidance, ONC safety material, and AHRQ communication guidance. The result is a control-oriented checklist: preserve the source record, separate preparation from approval, and make exceptions visible.
Check the current subscription record against the prior cycle and approved change log. Flag starts, stops, pauses, upgrades, downgrades, duplicate charges, backdated changes, credits, and failed payment events. Do not infer a cancellation from an informal message unless the owner-approved workflow permits it.
A practical first-week test is to give the specialist a small mixed queue, require a source reference on every completed item, and review all exceptions before increasing access. Measure completeness, correct routing, aging, and rework rather than raw item volume.
The specialist may prepare the recurring charge and record a documented mismatch. The authorized owner decides plan changes, credits, refunds, exceptions, and customer-facing resolutions. Keep release rights separate from preparation.
