Monthly Billing Report Controls Research: Making Management Reports Traceable
A monthly billing report is useful when its population, source version, exceptions, and owner review are visible.

Monthly billing reports should explain what population they cover and which source records support the totals. The preparation queue should include the reporting period, cutoff, systems used, included and excluded items, report version, exceptions, and reviewer.
Method: I compared the current CMS billing and coding references with HHS privacy and security requirements, NIST control guidance, ONC safety material, and AHRQ communication guidance. The result is a control-oriented checklist: preserve the source record, separate preparation from approval, and make exceptions visible.
Reconcile report totals to the underlying billing or payment source, document the cutoff, and flag late entries, duplicates, missing records, unusual adjustments, unapplied items, and changes from the prior report. Keep management commentary separate from the underlying evidence.
A practical first-week test is to give the specialist a small mixed queue, require a source reference on every completed item, and review all exceptions before increasing access. Measure completeness, correct routing, aging, and rework rather than raw item volume.
A specialist can gather reports, perform the stated comparisons, and maintain the exception register. The owner approves definitions, material explanations, corrections, and distribution. A report with an unexplained difference should remain in review.
