Invoice Preparation Controls Research: Keeping Source Records and Approvals Separate
A source-first invoice queue helps support staff prepare accurate drafts while owners retain control of terms, credits, and release.

Invoice preparation starts with an approved service, order, contract, or usage record. The preparation queue should show the source, billing period, customer reference, line description, quantity or unit basis, draft status, and owner for release.
Method: I compared the current CMS billing and coding references with HHS privacy and security requirements, NIST control guidance, ONC safety material, and AHRQ communication guidance. The result is a control-oriented checklist: preserve the source record, separate preparation from approval, and make exceptions visible.
Match each draft to the permitted source and record missing fields, unusual terms, duplicate-looking items, tax questions, credit requests, and changes to the billing schedule. Keep drafts separate from released invoices and preserve the source version used for the comparison.
A practical first-week test is to give the specialist a small mixed queue, require a source reference on every completed item, and review all exceptions before increasing access. Measure completeness, correct routing, aging, and rework rather than raw item volume.
A specialist can assemble and check a draft. The owner approves pricing terms, credits, tax treatment, customer-facing changes, and release. If the source does not support a line, stop the draft and route the exact gap.
