Collections Follow-Up Research: Documenting Contact and Escalation
A collections queue should preserve the account facts, approved contact method, response, deadline, and next decision owner.

Collections follow-up is a controlled status task, not permission to improvise a settlement. Each row should show the account or invoice reference, balance source, age, prior activity, approved channel, last contact, response, next date, and owner.
Method: I compared the current CMS billing and coding references with HHS privacy and security requirements, NIST control guidance, ONC safety material, and AHRQ communication guidance. The result is a control-oriented checklist: preserve the source record, separate preparation from approval, and make exceptions visible.
Before outreach, check the latest account record, dispute status, payment activity, contact restrictions, and any owner-approved script. Record the date, channel, factual response, promised next event, and escalation reason. Separate routine reminders from disputes, hardship requests, legal threats, privacy concerns, and settlement requests.
A practical first-week test is to give the specialist a small mixed queue, require a source reference on every completed item, and review all exceptions before increasing access. Measure completeness, correct routing, aging, and rework rather than raw item volume.
The specialist may send approved factual follow-up and record the response. The owner decides settlements, write-offs, payment plans, refunds, dispute outcomes, and changes to contact strategy. Stop when authority or source facts are unclear.
