Payer Enrollment Identifier Linkage Research: Testing Which Records Refer to the Same Entity
A cautious linkage study for payer, provider, and billing identifiers across medical billing sources.
Research question: do the identifiers used across enrollment, claim, remittance, and account sources refer to the same billing entity for the question under review?
Evidence scope and method: define a sample of records with an identifier mismatch or suspected link. Preserve each identifier type, source system, effective period, entity role, normalization rule, and permitted cross-reference. Treat exact source-supported links differently from candidate matches based only on name, address, or amount. Record unresolved matches as a separate outcome.
The finding is that identifier similarity is not identity proof. A provider number, tax identifier, group identifier, billing entity, and rendering entity may have different roles. A claim can be correctly linked at one level and still have an unresolved enrollment or remittance relationship at another.
A Philippines-based billing specialist can document the source fields, compare the approved reference tables, and route a precise mismatch. The specialist should not merge records, change enrollment data, expose full identifiers in a general queue, or decide which entity should receive payment.
A cohort report should distinguish exact source link, documented crosswalk, candidate link, conflicting role, missing history, and privacy-limited review. State the normalization method and period. Do not count a candidate match as confirmed merely because the linked claims have similar dates or amounts.
Longitudinal records need version awareness. A crosswalk current today may not explain an older claim. Preserve the retrieval date and historical source. If a payer changed identifier conventions, describe the change as a source limitation rather than forcing a continuous identity chain.
Limitations include delegated billing, identifier reassignment, truncated files, source retention, and organization-specific crosswalks. This study cannot decide enrollment eligibility, ownership, credentialing, or payment destination.
